Simultaneous development and protection of water resources has never been more challenging than it is at the close of the 20th century. Not only is demand for water resources on a local, regional, national, and global level at a historic high, but preservation or enhancement of water quality is a driving objective of water resource management. Making matters even more complex, resource planners and public policy makers in the United States recognize that water supplies--especially surface waters such as rivers and lakes--are considered a resource for much more than water supply purposes. No other natural resource bears the burden of supporting so many multi-use objectives. This paper describes a process which was developed by a consulting team (Woodward-Clyde) working in conjunction with 21 land-use and resource management agencies (the Master Plan Participants) to design, plan, cost, and schedule the creation of a master plan for the Salt-Gila River watercourse between Granite Reef Dam and Painted Rock Dam in Central Arizona.
