Like many utilities using surface water, ACWD is faced with the challenge of meeting the disinfection requirements of the Surface Water Treatment Rule while also minimizing disinfection byproduct formation. These two competing objectives were motivation behind this plant modification project. This paper discusses the proposed modifications, describes the modeling study and results, and details the implementation of the full-scale modification process. The full-scale project involved modifications to the treated water reservoir, new processes for continuous sampling (upstream and downstream), and comprehensive test and start-up plans.
