The Los Angeles Department of Water and Power (Department), Los Angeles, California, entered into mediation in early 1991 with a number of community groups who had banded together to form the Coalition to Preserve Open Reservoirs (Coalition). The subject of this mediation was the future of several of the Department's open reservoirs located throughout the city. Through mediation, it was hoped that the Department and the Coalition could reach consensus on water quality improvements which would address the Department's need to meet new regulations while addressing the Community's need to preserve their way of life. One of the individual projects discussed in mediation has been the Stone Canyon Water Quality Improvement Project. As proposed, this project would consist of a filtration plant, pumping station, clearwell tank, and associated improvements to treat the water from the Lower Stone Canyon Reservoir. This project would meet the Surface Water Treatment Rule, achieve compliance with other anticipated regulations, and improve the water's aesthetic quality. This paper discusses the negotiation process that the Department and the community went through to reach consensus regarding the features of the filtration plant. All three perspectives (the agency, the community, and the mediator) are presented and the details of the negotiation (the big issues, aesthetics, noise, safety, odor, light and glare, and traffic) are discussed. The current status of the project is provided as are plans for future projects.
