This paper provides effective strategies for emergency planning in the water utility industry. Examples include: clearly marking the distribution system; identifying ownership and alignment of the underground facility including customer connections; using markers to differentiate between the size and type of piping materials; keeping a list of customers or organizations that absolutely must have uninterrupted water service day or night (hospitals, nursing homes, and kidney patients); and using uniform markers to avoid confusion.
