This paper describes the efforts of East Bay Municipal Utility District (EBMUD), Oakland, California, to provide emergency assistance to the Los Angeles Department of Water and Power (LADWP) after the January 17, 1994, Northridge Earthquake. This paper walks through the day-by-day decisions regarding emergency response including: the original mutual aid agreement, calling schedules, financial assistance, crew volunteers, and public information and education and provides an example of an effective emergency response plan.
