The Augusta County Service Authority hired Camp Dresser & McKee in 1993 to assist the Authority in implementing an aggressive compliance program to meet the requirements of the Surface Water Treatment Rule, working closely with the Virginia Department of Health (VDH), the primacy agency in Virginia. The Authority owns and operates eleven groundwater and spring supplies in Augusta County, Virginia, and provides drinking water to approximately 24,000 customers. All these sources are located in the Shenandoah Valley, west of the Blue Ridge Mountains in western Virginia, an area that is predominantly in karstic geology. Under the Virginia Waterworks Regulations, these sources are considered to be vulnerable to direct surface influence. The Authority's compliance program included a 6 month water quality monitoring program of the eleven groundwater and spring sources and a 4 month filtration pilot study at one of the groundwater sources--the Churchville well supply, which was considered to be the most vulnerable source based on initial bacteriological sampling results. This paper presents the water quality monitoring, pilot study results and recommendations for filtration treatment for groundwater and spring supplies in Augusta County that were determined to be under the direct influence of surface water.
