The City of Philadelphia is developing a new Residual Management Plan (RMP) for its three water treatment plants. This RMP will serve as a strategic blueprint as the Department moves from the historically available options toward solutions that comply with State solid waste regulations, complement changing water quality goals and provide operational flexibility. The RMP is being developed with the assistance of a team of consulting engineers. The goal of the study is to develop the most cost-effective, feasible, long and short term reliable solution for managing Philadelphia Water Department's water treatment residuals while protecting water quality. The specific tasks of the RMP development project are to: characterize the quantity and quality of the WTP residuals generated; assess current and future regulatory constraints; assess impacts of WTP residuals on water pollution control plant operations and assess costs; conduct pilot testing and field analysis, verify quantity generated, assess impact of process changes on treatability and dewaterability; review technical alternatives and costs.
