This paper describes the Los Angeles Department of Water and Power's (LADWP) interim arsenic management program implemented in 1996. To prepare for future regulations and address immediate wastewater discharge concerns, LADWP set an internal goal of less than 10 ug/L arsenic in water delivered to its customers. The basic elements of the plan are increased monitoring and treatment on the aqueduct system. Case studies are discussed which indicate that current practices offer an economical treatment solution, but long-term residual solids disposal may be an issue. If the final arsenic maximum contaminant level is lower than 10 ug/L, more sophisticated and expensive treatment processes may be required. The Microsand Enhanced Settler process and the Kruger fluidized bed technology tested were both capable of reducing arsenic to levels below 5 ug/L, but projected treatment costs, both capital and operating, are significantly higher than the current approach.
