A comprehensive Watershed Management Master Plan is being developed for siting,sizing, permitting, and funding regional (watershed-level) best managementpractices (BMPs) in response to planned development in the Swift Creek Reservoirwatershed. This paper presents the modeling approach, development of model inputparameters, and results of the modeling of existing and ultimate land useconditions. The models are being used to assess the impacts of future developmenton the watershed and the reservoir and to evaluate BMPs to control pollution.Three models were used to develop a comprehensive picture of watershedconditions. The HEC-1 model, developed by the U.S. Army Corps of Engineers was used to model the hydrologic characteristics (hydrographs and flows)of the watershed and to assess the impacts of development on storm water waterquantity. The P8 Urban Catchment Model was used to simulate the generation andtransport of storm water pollutants and to assess impacts of development on waterquality. The Reckhow model was used to estimate the in-reservoir phosphorusconcentration based on either P8 results or the results of the Kramer model, aspreadsheet pollutant-loading model developed by a private citizen for theCounty's Watershed Management Committee. Various GIS tools used to prepare datafor the modeling efforts are also discussed. Includes 7 references, tables, figures.
