This paper predicts what the scenario will be for CONSERV29--the national water
conservation conference in 2029--30 years after CONSERV99. Will the agenda for
CONSERV29 be more or less than the same as the one for CONSERV99? That is, will
we still be discussing the same old topics because nothing much has changed in the
ensuing years? Or, will CONSERV29 have been canceled because every last drop of
conservable water has been conserved and there is nothing left to discuss? Most
likely, the scenario for CONSERV29 will be somewhere between these two extreme-case
scenarios. This paper suggests what that might be. Includes 3 references.
