A number of water agencies have implemented rebate type commercial/institutional
(CII) ultra-low flush toilet (ULFT) replacement strategies. Generally such
programs achieve rather modest replacement rates - often not much greater than
the natural toilet replacement rate. This paper presents a case example of a much
more aggressive strategy - a Direct-Install program undertaken by the City of
Petaluma, California, population 50,000, that achieved a 19% replacement rate in
the first program year. The Direct-Install program involved hiring a contractor
to furnish and install ULFTs in volunteer CII sites. Includes 4 references, figure.
