This paper discusses a program that is designed to increase participation by builders
in installing appropriate landscapes, particularly in mid-priced "spec" homes
(homes that are pre-designed by the builder before purchase by a buyer and may or
may not be actually constructed before purchase. The goal of this program is to increase
the use of watersaver designs (including plant material, reduction of turf, increased
permeable hardscapes, etc.) in landscapes in San Antonio. The objective
of the program is to incentivise homebuilders to install watersaver landscape
designs for homes in which they are responsible for the selection and/or installation
of the landscape.
