Since most tenants of multi-family and combined commercial properties don't pay a direct water bill, they have little financial incentive to conserve water. Sub-metering and billing of tenants could provide an enormous untapped conservation opportunity. Individual metering and consumption based water billing is a proven utility conservation technique, reducing overall consumption in single family homes by up to thirty percent. For many large urban water systems with significant multi-family and commercial master metered properties, the water demand reduction potential of sub-metering and billing each tenant is far too large to be ignored.
