This paper discusses how measurement of water savings that result from the adoption
of water conservation measures poses a difficult problem because the recorded water
use during billing periods often show great variability among different users and
it also varies in time. Although statistical modeling of water use can go a
long way toward explaining the observed variability of use, the reliability of the
estimates of water savings obtained from econometric models can be significantly improved
by obtaining measurements of water use that are more precise than monthly or bimonthly
billing records.
