This paper discusses the methodology used and the results of the design and implementation of the Supervisory Control and Data Acquisition (SCADA) system for the Wanaque South project. The challenge was to define the system to organize the work to be done. This methodology consisted of five steps: needs definition, design, construction, software development, and start-up and operation. The needs were defined as small system--500 points--with good local control and remote communications, reliability and the ability to do a limited number of sophisticated computations. The best hardware was considered the programmable logic controller with a personal computer interface. The design phase incorporated design of the system to meet the utility's needs and to draw up contract documents and take bids. Construction consisted of reviewing contractors' proposals and problem solving; the most difficult problems involved the innovative rear projection panel; however, once the problems were resolved the panel proved worthwhile. Programming tasks were assigned to engineers. Vertical responsibility for programming was used along with horizontal integration between programmers; a figure shows the structure of the software. As part of installation, open-loop and closed-loop tests were run to check wiring. Three weeks of training were provided to users, and their suggestions were reviewed for possible modifications to the program. A configuration diagram is included.
