Implementing information technology differs from implementing other forms of technology in that organizational changes result. The institution of automated mapping/facilities management and geographic information systems (AM/FM/GIS) effect organizational changes. The old way of handling information is called "the invisible factory." The processes used must change in order to use AM/FM/GIS efficiently. This may entail departmental reorganizations, expanded or changed work assignments, and new communication paths. Ways of managing information that worked for paper records must be changed to deal with computerized information. The beginning step in planning for AM/FM/GIS is to identify the workings of the invisible factory and what it does and does not produce, and then to use the automated information system to streamline tasks. When AM/FM/GIS is implemented with payback focused on what is achieved from automating the information process itself, the upfront focus begs the entire objective of implementing the systems. Ignored are the large paybacks to be derived from using the technology and its implementation to further corporate strategic goals of fact- based management and improved workflow efficiencies.
