Developing a utility-wide master plan for automation improves water resource management. Responding to the major driving forces (such as efficient operations and improved information handling) governs master plan production efforts. Key to development of the plan is gaining collective agreement from everyone involved. Understanding what the real needs are is necessary to establish clear goals. Involving the plant staff ensures their commitment. In addition, involving the plant staff shows them that the automation master plan is a road map for implementing integrated information and control systems and that the vision includes their future. This paper summarizes the City of Fort Wayne, Indiana, efforts to develop a master plan for automation. Following some background on the utility and the forces behind the push for automation, the author discusses the systematic planning approach that was used to develop the plan. Steps in the planning process are listed, and some discussion of staff involvement is given. The final result is a plan that describes a schedule and methodology to design and implement a group of systems, and then ties them together to optimize benefits of automation. The systems that will be designed and integrated include laboratory information systems, office information system, maintenance management, process control, and supervisory data acquisition and control.
