The successful implementation of computer-based process control equipment on any scale requires the users full cooperation and understanding. Education and training are vital in gaining this cooperation and understanding. Realizing that all staff will have some degree of contact with the new control system implemented at the Detroit Water and Sewerage Department (DWSD), the DWSD undertook a comprehensive training program. The approach is based on team concepts. At project initiation, committees were formed to involve all levels of personnel. The approach first defined what training means; training was understood to begin at project initiation. Fear and misunderstanding were dealt with in orientation sessions. As design neared completion, small group meetings were held to explain and fine tune the system. The contractor is being asked to develop a training plan tailored for the project. Details of training plan requirements are given. The groups to be trained include everyone from managers to maintenance and general staff. Types of classes vary from introduction to digital systems to configuring the system. Other forms of training will address historical processors, control strategies, advanced control applications, and the like. A classroom is to be established just for this training, with scheduled classes and open time for hands on experience or questions that arise outside the formal training periods. Make-up classes must also be offered. The request for proposal takes into account all of these training requirements.
