In light of a desired objective to an integrated approach to system planning and design, the City Water Board of San Antonio, became aware of the need to custom-design a Customer Service and Work Order System. They particularly needed software which would easily interface with their SCADA system and their planned GIS/AM/FM system. They determined that a system based on a fourth-generation Relational Database (RDB) would best serve these objectives. A detailed list of requirements with full participation from all affected areas of operation was prepared. Based on the list, it was concluded that the City Water Board had limitations in the Information Systems Department staffing level, and that the staff did not have the requisite RDB skills. A consultant firm was hired to assist in the design, development and implementation of the new Customer Service and Work Order System, named the Water Accounts Versatile System or WAVS.
