The City of Loveland water system services about 3,365 accounts. Well pumps supply groundwater for treatment (chlorination) and to ground storage tanks. Two booster pump stations increase pressure before distribution to the service customers. An elevated tank provides control information for one of the booster pump stations. Recent expansion of this system included a second elevated tank and an inline booster pump station. The expansion created a new high pressure service area for the City of Loveland. The system expansion included the installation of a new computer-based SCADA system. SCADA is used to control the well pumps based on levels in the ground storage tanks, and operate the booster pump stations based on system pressure levels in the elevated tanks. During the summer drought of 1991, City personnel monitored the performance of the water distribution system through the SCADA system computer. Based on this information, personnel expanded the high pressure service area to include a greater portion of the City. This paper describes the processes the City personnel went through and how they determined to expand the high pressure service area.
