Expert systems, computer programs that simulate the problem-solving behavior of experts, can help water systems managers comply with the Lead and Copper Rule. Besides providing accurate advice, the expert systems can explain the reasons for that advice. An expert system prototype, COBRA, Corrosion By-Products Regulations Advisor, was constructed using a microcomputer-based expert system building tool. COBRA helps users identify the requirements of the lead and copper rule. Currently, COBRA provides assistance on public education, site selection, sampling and monitoring requirements. Knowledge related to corrosion studies and treatment will be added later. This paper describes the COBRA software and its projected developments.
