An integrated package has been developed for the City of Plano, Texas, consisting of a combined hydraulic simulation model and a SCADA system. The integrated system is part of a larger control model which is used by Plano system operators to control operating costs, utilize state of the art control and telemetry equipment, and improve overall operations. Information describing tank levels and pump characteristics for a 24-hour period is gathered and stored by the SCADA system. This information is written to a file with a specific format. The control model copies the file from the SCADA system, extracts data on tank levels and pump performance, and writes this information to a KYPIPE-compatible data file. The control model also uses SCADA collected data in a mass-balance scheme to determine short-term demand forecasts. The advantage of using an integrated system such as the one described in this paper is that it eliminates the need for system operators to make bothersome changes to a hydraulic model in order to analyze a scenario. Instead, operators are able to focus on the results of the simulation. When used within the framework of a control model, operators can initiate a simulation to develop efficient operating policies without worrying how data is transferred from one system to another.
