Distribution system flushing programs have long been an operational tool to manage distribution
systems and the water quality component that is inherently related to this activity. However, any
successful distribution system flushing program, prior to implementation, must consider the
impact to stakeholders who will either be directly impacted or are in positions that require a
heightened degree of awareness of such programs particularly in the pre-planning stages. By
combining elements of leadership, communication, activity coordination, and technical
expertise, water utilities can leverage distribution system flushing activities that will bring
enhanced value to their organizations that extends beyond the specific operational results. Includes abstract only.
