The Federal Safe Drinking Water Ace does not specifically address cross-connection control. However, there is a reference to cross-connection control in the preamble to the National Interim Primary Drinking Water Regulations dated December 24, 1975. In discussing the fact that the promulgated definition of a maximum contaminant level retains the requirement that the level be measured at the tap, except for turbidity, it is further stated that contaminants added to the water by circumstances under the control of the consumer are not the responsibility of the supplier of water, unless the contaminants result from corrosion of piping and plumbing resulting from the quality of the water supplied. The discussion ends with the statement that this requirement should not be interpreted as to discourage local, aggressive cross-connection control measure. The author believes that they are serious with regard to that statement as they have revised and reprinted their Cross-Connection Control Manual, EPA publication 57019-89-007, which is now dated June of 1989. Some of the information in the EPA manual does not agree with the Pacific Northwest Section AWWA manual which is used extensively in the Pacific Northwest, but it does show their interest in the subject area.
