The City of Virginia Beach, Virginia had a radio based SCADA system operating in the 173 MHz high frequency range. The City only held a splinter frequency license. The primary license was held by the local newspaper and used for voice communication by their delivery division. The SCADA radios were causing interference with the newspaper radios. The City of Virginia Beach undertook a radio survey to verify the problem and seek a way to provide communication to its 360 remote locations. The City's existing SCADA system was approximately 10 years old, and had been provided by a manufacturer that had just announced their intention to leave the SCADA business. This paper describes the criteria involved in finding a Value Added, Cost Effective SCADA system and describes a case study of the upgrade of the City of Virginia Beach Wastewater SCADA system. It evaluates and lists good operating practices, as well as the necessary costs to meet the minimum requirements of the law.
