Severn Trent Water (STW) of the United Kingdom, began two interrelated projects in 1998. The first was the Records and Drawings Automation and Regionalization (RADAR) project, and the second was the Underground Asset Data Management Systems (UADMS) project. The objective of these projects is to deliver a new records management process supported by a geographic information system (GIS)-based asset information system. The project delivers a new record management center, operating a standardized, reengineered business process and supplying end-users with standard GIS-created records products. This paper discusses approaches used to date to ensure that business requirements are satisfied and to achieve business acceptance of both organizational and technological change. Includes reference.
