Water utilities require better tools to manage energy costs in this new world of energy deregulation. This paper presents case studies where two water utilities are implementing new software tools to optimize operations and effectively use and generate energy in system operations. These utilities represent two distinct operating environments. The first utility, Albuquerque, currently relies totally on groundwater pumping for its supply source. The second utility, Colorado Springs, is a surface water supply utility. This paper presents the software methodologies used to derive optimum pump strategies and develop a daily operating plan (DOP) to manage energy for each utility. The paper also addresses the manner in which the optimization software has been integrated into Supervisory Control and Data Acquisition (SCADA) Systems and Water System Operations. Lessons learned in implementing operational mass balance and optimization models will be useful to any water utility that is considering operational optimization with a focus on energy. The operations optimization approach for both utilities is developed as an integral component of an advanced SCADA system. The optimization approach is based on the Energy and Water Quality Management System (EWQMS) concept, which is an integrated set of individual application software programs and users. Together, the software and utility operations planning staff provide information to solve energy management problems in accordance with the utility's established performance criteria. Users of the EWQMS receive information and prepare plans for daily decision- making. These plans are developed using optimization and simulation techniques embedded in the software programs. These techniques augment the knowledge of individuals in operations, planning, water quality, and engineering. Includes tables, figures.
