Many utility managers are discouraged by information projects that overrun their
budgets, miss their schedules, and/or fail to achieve their full objectives. The Henrico
County Department of Public Utilities (DPU) is addressing these issues by establishing a
Program Management approach for implementing a comprehensive Engineering and Technology Master Plan. This program includes replacing and integrating virtually all of
the utility's enterprise applications. DPU's Program Management approach assures
consistent methodologies, and includes proven methods for making decisions, managing
risk, communicating with stakeholders, controlling scope, analyzing business processes,
and assuring quality. Results include consistent achievement of information project
objectives, and optimization of business processes to take advantage of newly
implemented systems. This paper discusses the components of DPU's program
management approach, including the resulting successes and business value.
