Immediately following September 11, 2001 the City of Austin, Texas moved to
improve the security of their entire water distribution system.
The security work included installing a physical security system that monitors
approximately 35 water distribution sites. The security system is centrally
monitored and includes automated access control, intrusion detection and closed
circuit television (CCTV) monitoring.
As required by the Bioterrorism Law of 2002, Austin conducted a RAM-W
vulnerability assessment including a cyber security assessment.
This paper describes how the project was unique primarily because of the urgency with which it was
implemented and the procurement process that was used. Includes figure.
