The East Bay Municipal Utility District of Oakland, California, owns and operates
26 open-cut reservoirs within its water distribution system. The oldest was
constructed in 1884 and the newest in 1992. The purpose of this paper is to
explain the development of the methodology for the improvement of the District's
open-cut water distribution reservoirs. The proposed rehabilitation work required
for each reservoir with corresponding cost estimates is prioritized based on
improving water quality, worker safety, and water distribution reliability.
District operations, maintenance, and the various regulatory agencies'
requirements are also considered. Includes tables.
