The San Diego County Water Authority completed construction of Pipeline 5Extension, Phase II, commonly known as the Rancho Pe¿asquitos Pipeline during1998. This paper describes a number of solutions to challenges encountered duringdesign and construction, which may be beneficial to other major infrastructureprojects. This project addressed challenges in providing operational flexibilityto handle present, future, and emergency conditions, right-of-way restrictions,steep terrain, urban construction, protection of existing streams, multiple pipejoint designs, and special consideration for public coordination.
