The City and County of San Francisco's Public Utilities Commission (SFPUC) has identified a multi-billion dollar capital improvement program to upgrade the City of San Francisco water system, which conveys water from the Sierra Nevada Mountains in Northern California to the San Francisco Bay Area. One billion dollars of that total is needed to upgrade deterioration facilities within the City of San Francisco (The City). The focus of this paper is on the development of the In-City Capital Improvement Tank Assessment and Replacement Program. The in-City storage tanks are a critical component of the In-City water system serving high elevation neighborhoods and acting as the first defense for firefighting. Tank elevations range from 370 to 900 feet high. Eight tanks were included as part of the overall tank assessment work undertaken by the SFPUC. For each tank a comprehensive inspection and evaluation was done, which includes geotechnical, structural, corrosion, mechanical and electrical integrity.
