The first of several large cooperative water supply systems to provide potable water from Lake Michigan to Chicago suburbs in Illinois is under construction. It took 25 years of litigation to secure the allocation of water from Lake Michigan and more than 200 permits from private property owners and state and local agencies before the project could be implemented. In this article, the author describes the organization and responsibilities of the Northwest Water Commission which administers this project, and discusses its financing and scope. The Northwest Water Commission was organized by the municipalities of Arlington Heights, Buffalo Grove, Palatine, and Wheeling. The Commission's water project will provide water to 145,000 persons beginning in 1984 through 45 miles of water transmission mains. The water will be wholesaled from the city of Evanston's treatment plant. Monies for the project came from each municipality through sale of general obligation bonds. Includes figures.
