Water purveyors that serve large cities in the United States are often faced with providing service to rapidly growing areas outside the city limits. Innovative methods are definitely necessary to raise the needed capital. In many cases, joint development of water supplies, treatment facilities, and distribution systems allows all the agencies to take advantage of the financing capacity of the larger entity, provides economy-of-scale, and avoids some of the harmful effects of population shifts from central cities to outlying areas.
