Design and engineering concepts must match a nation's ability to build, operate, repair, and finance. A low-technology, labor-intensive water treatment plant was designed for Chittagong, Bangladesh. It incorporates the use of local materials and labor, limits energy use, and reduces imported technology while generally meeting World Health Organization maximum permissible guidelines. The specifics of designing the Mohara plant on the Halda River are covered, including water quality and process units.
