This article introduces a new section of the Journal that provides current information about legislative and regulatory developments pertinent to the drinking water industry. The articles will address needs and concerns of water utilities from a practical standpoint; they are not intended to reflect official positions or policies of AWWA. This overview article summarizes the requirements of the Surface Water Treatment Rule (SWTR). General provisions, source water classification (including groundwater under the influence of surface water), avoiding filtration, monitoring and performance criteria for filtration and disinfection, reporting requirements, operator requirements, analytical methods, variances and exemptions, and compliance timetables are covered.
