Phase II regulations for organic and inorganic chemicals in drinking water set maximum contaminant levels (MCLs) and MCL goals, establish treatment techniques for two synthetic organic chemicals (SOCs), define monitoring, reporting, and notification requirements, define best available technology requirements, establish requirements for monitoring 30 unregulated contaminants, and establish secondary MCLs for two contaminants. A large table lists the health effects, the current MCL, the new MCL and MCLG, and the sources of each contaminant included in the Phase II regulations. Monitoring requirements are summarized in another table. To standardize monitoring across rules or contaminant groups, a nine-year compliance cycle based on calendar years was established. Treatment techniques are required for two impurities found in coagulant aids: acrylamide and epichlorohydrin. Three tables give inorganic analytical methods, practical quantitation levels, and acceptance limits for inorganics, volatile organics, and synthetic organics. Two additional tables define the best available technology for inorganics and organics, and a final table lists unregulated contaminants that must be monitored.
