The 1996 amendments to the Safe Drinking Water Act (SDWA) established deadlines for the Disinfectants/Disinfection Byproducts (D/DBP) Rule and the Enhanced Surface Water Treatment Rule (ESWTR). The first deadline to be met is November 1998, when the Stage I D/DBP Rule and the interim ESWTR are to be finalized. To meet this new deadline, the US Environmental Protection Agency initiated an expedited schedule for development of these two rules. In addition, the agency formed an advisory committee under the Federal Advisory Committee Act to provide advice regarding development of these rules. This article summarizes the committee's points of agreement. The rationale for all issues will be discussed fully in the forthcoming notice of data availability, and public comments will be requested. Includes 2 references, table.
