This article discusses how a comprehensive large-meter replacement program can help utilities avoid revenue losses caused by malfunctioning meters and increase reliability of service to customers. The following five phase program is outlined and discussed: phase 1 - create a large-meter database; phase 2 - perform field inspection of meter, and conduct customer site survey; phase 3 - prepare hydraulic calculations, and design meter setting; phase 4 - perform cost-benefit analysis and construction; and, phase 5 - update meter database and track meter performance.
