The Board of Directors at Eastern Municipal Water District desires theirorganization to be a "world class" operations and maintenance organization. To achieve this, attentionwas directed at the core business which is operating and treating wastewater and water and maintaining the associated facilities to protect the safety and healthof the public. This paper describes the results of a comprehensive study of the Operations and Maintenance Department that was conducted to determine the business and working practices of the organization. An understanding of the status quo was necessary to note the deficiencies and efficiencies and forge the necessary organizational and technological paradigm shifts.
