Based on a case study in northern Kentucky, this paper provides insight into the
decision making process involved in the development of the proposal, submission of a
bid, and follow-up activities associated with acquiring a neighboring utility. Key
activities can be summarized in the following steps:
evaluate the need for the acquisition; analyze the tangible elements; identify the intangible issues; evaluate the competition; prepare the proposal; submit the bid; and, follow-up activities. This paper reviews key issues to be addressed
by management and operations prior to submitting an acquisition bid, discusses the
preparation of a proposal and the pricing of the bid, and addresses how to handle the
public relations aspect of a successful or unsuccessful bid. Includes figures.
