In order to improve operations, be more competitive, and ensure long-term sustainability, many
organizations have embarked on various types of organizational development programs. To
actually accomplish the goals identified and get beyond the symptoms, it is important to begin
with a comprehensive strategic business planning process, including an in-depth assessment
designed to develop an understanding of the organization and identify the root cause of
dysfunction within the organization. The examination should include the organization's strategic
purpose, its leadership and culture, and the alignment of both leadership and culture with its
strategy.
For the Operational Excellence type of organizations, such as wastewater utilities, the Strategic
Business Planning process should include a traditional Strategic Direction Setting process
followed by Performance Management. Because a results focus is often an issue, Performance
Management often includes leadership development. Where these issues are paramount,
extensive leadership development programs and the creation of an Organizational Performance
Management System (OPMS) go hand in hand toward the creation of a solid foundation. Includes 3 references, figures.
