deadlines. A case study is presented of how two Gwinnet County, Georgia, agencies (the Department of Public Utilities and the Fire Department) handled two separate incidents, a November 10, 2003 72-inch pipeline installation, and a December 17, 2003 trench collapse, one with positive media coverage and one with negative coverage.
