King County Wastewater Treatment Division (WTD) is taking a new systematic approach to asset management. This paper
presents two facets of that approach, the Productivity Initiative Pilot Program and
the implementation of Maintenance Best Practices.
In 2001, King County took on an innovative program called the Productivity Initiative
Program to explore opportunities on how this traditional utility could be managed and
operated more like a business. For King County's wastewater treatment employees, this
means providing the same high-quality services to the public that King County has
always provided, and doing it with the right technology, human resources and fiscal
planning found in the business world today. To the public, this means WTD is committed
to being more efficient, reducing costs and meeting the county's obligations to protect
public health and the environment. One key component of the Productivity Initiative is
the Asset Management Pilot Program.
