As the San Antonio, Texas region has emerged as one of the major growth areas inthe United States, the need for additional and reliable water resources has beenincreasing. Until recently, the San Antonio region relied mostly upon itsgroundwater, the Edwards Aquifer, to support this growth. However, increasingwithdrawals of the high-quality aquifer water could negatively impact theenvironment and not only fail to provide a durable solution, but create waterquality and water supply problems. In this setting, the Bexar MetropolitanDevelopment Corporation (BMDC), an industrial development corporation formed bythe Bexar Metropolitan Water District, chose, in 1996, to favor the developmentof an advanced surface water treatment plant. The BMDC contracted United Waterfor the first design/build/operate (DBO) of an ultrafiltration water treatmentplant in the United States. United Water completed the plant in December 1999, asscheduled, and began providing treated water to Bexar Met customers in early2000. This 9-MGD (million gallons per day) plant is the largest ultrafiltrationwater treatment plant in the United States and the first in Texas. The purpose ofthis paper is to provide a detailed description of the project and highlight thekey factors of success associated with the project. More importantly, the paperwill discuss, analyze and integrate the experiences learned from this project,and draw lessons which will be of value to other municipalities and companiesinvolved in similar projects in the United States or abroad.
