In December 1998, the Oden Water Association of Sandpoint, Idaho began constructionof a new 0.8 million gallons per day (mgd) water treatment plant. The purpose of the new plant was to bring thewater system into compliance with current United States Environmental ProtectionAgency (USEPA) Surface Water Treatment Rule (SWTR) requirements and to providefor system expansion to serve new members. Membrane technology was determinedto be the desired water filtration technology due to operational simplicity in widelyvarying raw water qualities and due to its potential for very high filtrate qualities. Anultrafiltration system was selected through a public bidding process. The filtration plantwas designed to treat a surface water from Lake Pend Oreille.This paper will review the history of the project including initial system specification,project bidding, on-site pilot testing, final filtration system design, project construction,and startup. A complete review of the water treatment process will be included. Thepaper will also review the first year of operation. Filtration system performance for thefirst year of operation will be compared with pilot study results.This is a unique application for a membrane filtration system since raw water qualityfluctuates significantly and rapidly due to weather conditions on the source lake. Rawwater turbidities can vary from 2 NTU to over 100 NTU. Also, raw water temperaturesvary from approximately 2C up to 20C seasonally. This paper will review the use ofan on-site pilot study to prove the selected filtration system to the owner and primacyagency and to augment design information to allow for fine-tuning of the filtrationsystem design.
