The regulatory framework developed by the United States Environmental ProtectionAgency to address the requirements for filtration of surface water created aspecial class of treatment systems called Alternate Filtration technologies. Dueto their specificity of design and function, these technologies must be evaluatedon a case-by-case basis, with appropriate pathogen removal credit, and regulatorymonitoring and reporting requirements assigned. This paper identifies theregulatory background for approving alternate filtration technologies, andcritical issues involved in performing technology reviews. Also presented are anoverview of individual alternative technology approaches that have been proposedin Washington State, including bag filters, cartridge filters, and low-pressuremembranes, and some case-specific issues that have been identified. Includes 15 references, figures.
