Under the Long Term 2 Enhanced Surface Water Treatment Rule (LT2ESWTR), membrane
filtration is designated as one of the "toolbox technologies" that may be granted
Cryptosporidium removal credit under that rule. As a result, the Membrane Filtration Guidance
Manual (MFGM) is being developed by the United States Environmental Protection Agency
(USEPA) to assist the water treatment community with the implementation of membrane
filtration for rule compliance. Because the MFGM describes the use of this rapidly expanding
technology under the first federal level (i.e., nationwide) regulatory framework, the document
has generated significant interest in the water treatment industry.
In the development phase, a preliminary draft of the MFGM was subjected to a peer review
process including a representative group of state regulators, consultants, and membrane
manufacturers. Subsequently, a revised draft MFGM was released for public review and
comment in June 2003. After this public review period closed in January 2004, the comments
were compiled to create a blueprint for completing the document. The final version of the
MFGM is scheduled to be finished in the spring of 2005. This paper provides an overview of both the LT2ESWTR requirements as
applicable to membrane filtration and the final version of the MFGM.
