This paper describes the background, decision and planning process, construction and design process, and operation of a water treatment system that was retrofitted from pressure filtration to reverse osmosis filtration. This case study describes pilot testing, membrane evaluations, fluoride passage, and raw water blending. Three RO plants were recommended, two to operate at full capacity and one to respond to varying system demands. As much of the existing equipment and facilities as possible were salvaged (buildings, chemical storage areas, etc.).
