Membrane concentrate disposal is regulated under several federal laws. State and local governments may impose additional requirements. Regulatory requirements are complex and, in many cases, the federal/state/local regulatory maze can be perplexing. Each state has its own, often unique scheme for regulating residuals. A detailed discussion of all regulations that may be encountered is not possible here. Federal, state and local requirements are reviewed in general. Because most drinking water membrane plants are located within California and Florida, specific examples from these states are cited to illustrate regulatory requirements.
